Reporting to
Youth 2030 Global Youth Work Programme Manager, National Youth Council of Ireland, with overall accountability to the Director and Board of NYCI.
Location
Office base will be at 3, Montague Street, Dublin 2 with travel for work required. NYCI is currently piloting a hybrid model of working.
Hours of Work
21 hours per week (some flexibility will be required, such as evening/weekend work).
Duration
Fixed term contract to December 2026 (subject to ongoing funding).
Remuneration
€35,779 – €48,408 per annum salary range (pro-rata) commensurate with qualifications and experience.
Annual Leave
27 days per annum (pro rata).

Child Safeguarding

Role and Purpose
The Development Officer: Policy, Advocacy and UN Youth Support will work as part of Youth 2030, NYCI’s Global Youth Work Programme to deliver on our Programme Outcomes, particularly Outcome 3: Enabling Policy Environment for GYW in the Youth Sector which stimulates, responds to, and addresses the needs of young people.
This role involves supporting the policy, advocacy and UN youth programme undertaken by the Youth 2030 Global Youth Work Team within NYCI and with NYCI’s member and partner organisations.
This is a varied role requiring strong policy, advocacy and youth support track record, good project management skills, as well as excellent interpersonal skills and training experience.
Key Responsibilities
Work as an integral member of the Youth 2030 NYCI Global Youth Work Team to achieve our mission and play an active role in the delivery of NYCI’s Strategic Plan and Youth 2030 Global Youth Work Results Framework.
Policy and Advocacy
Progress the Global Youth Work / Global Citizenship Education / SDGs agenda through analysis and reporting into policy opportunities and strategies in cooperation with NYCI colleagues. Create and maintain a network of contacts and stakeholders particularly engaging with key Global Citizenship Education, Environment, and Youth sectoral partners. Attend and report on conference, briefings, and other events.
UN Youth Delegate Programme
Provide administration and support to the UN Youth Delegates. Work with the Global Youth Work Team to support successful candidates in role and organisation of events / travel required as well as relationship management with the Department of Foreign Affairs, the UN Mission Offices in New York and Geneva, and with the European Youth Forum and other UN Youth Delegates throughout the world.
Contribute to effective communications of the Youth 2030 programme.
Working with the staff team to implement the monitoring and evaluation framework to effectively evaluate and measure impact.
Perform any other duties which may be assigned by your NYCI line manager or Director to ensure the smooth running of services.
Person Specification
Qualifications and Attainments
Essential:
- Hold a relevant third-level qualification in Youth Work, Global Youth Work/Global Citizenship Education, Climate Justice, or Education equivalent (Note: candidates with exceptional, relevant work experience may also be considered in lieu of degree qualifications).
- Have policy making experience
Desirable:
- Other relevant educational qualifications such as Training/Facilitation.
Experience
Essential:
- 2 years post qualification working in Global Citizenship Education, Global Youth Work, training, or Youth and Community Education and learning environments.
- Demonstrated capacity of building and maintaining relationships at all levels.
- Experience of designing, writing, or contributing to the development of policy documents and educational resources on global justice issues and/or the Sustainable Development Goals.
- Experience in the use of monitoring and evaluation tools.
Desirable:
- Experience in working directly with youth workers, youth leaders, and young people.
- Experience in working in partnership directly with youth workers, youth leaders, and young people.
- Experience in working in partnership, collaboration, and advocacy.
Knowledge, Skills and Aptitude
Essential:
- Excellent and proven organisational skills and high attention to detail in managing a diverse and demanding workload.
- Have an excellent working knowledge of the Youth Work Sector and Global Youth Work / Global Citizenship Education.
- Ability to effectively partner and collaborate with other organisations, to maintain and build partnerships and engage in effective interagency work.
- Interest in and commitment to the values of equality, justice, and sustainability.
- Commitment to youth-led principles.
- Flexibility to work at weekends and evenings.
Desirable:
- Full drivers’ licence and access to car
