Information Session: Tusla CSSCU Youth Consultation

Tusla’s Child Safeguarding Statement Compliance Unit (CSSCU) would like to invite youth organisations to attend an information session on their upcoming Youth Consultation Project. The CSSCU wants to ensure that children’s voices are incorporated into the development and use of child safeguarding statements in a way that upholds their rights, providing voice, space, audience and influence. They want to establish what young people know about Child Safeguarding Statements when availing of any relevant services (schools, sports clubs, youth services etc).

 

The consultation will be carried out via a short survey with young people aged 12 and over. The focus is not on a particular organisation or sector, but wanting to understand what do young people know about Child Safeguarding Statements and what is their awareness of them across all relevant services by seeking their views directly. All survey responses will be anonymous. Since the CSSCU do not work directly with young people, they are asking the youth sector to support this project by facilitating the consultation across existing structures within youth organisations where young people participate in advisory capacities or in youth participation groups.

 

This is a really important piece of work and the insights and information provided by young people will be hugely valuable in determining how all relevant services can ensure young people are aware of and fully understand the purpose of a Child Safeguarding Statement and also to inform any potential resources or supports that could be developed to aid relevant services with this awareness raising. One requirement of the Children First Act, 2015 is that the provider of a relevant service displays the statement in a prominent place and provides copies to members of staff and on request to a parent or guardian: the Agency or members of the public. The purpose of this display and sharing is to promote awareness about the Child Safeguarding Statement and its purpose to keep children and young people safe from harm while availing of a service.

By consulting with young people to establish their awareness of Child Safeguarding Statements in relevant services that they may avail of, the feedback provided to providers of relevant services by CSSCU in respect of their responsibilities to display a Child Safeguarding Statement will be grounded in the experiences of those using the services.

The views of youth respondents will be incorporated into decisions about guidance in relation to awareness of Child Safeguarding Statements in relevant services that youth engage with. Therefore, this consultation provides an opportunity to uphold the rights of children and young people to participate in and influence decisions that affect them.

It is the intention that the information that the respondents provide may inform future guidance given to Relevant Services in respect of how they ensure young people are aware of Child Safeguarding Statements. A report will be produced and disseminated widely to assist Relevant Services (defined in Schedule 1 of the Children First Act, 2015) and to inform their approaches to awareness raising among young people around Child Safeguarding Statements.

The Child Safeguarding Statement Compliance Unit (CSSCU) is the dedicated Unit within Tusla set up to work with providers of relevant services (as defined in Schedule 1, CFA,2015) to children and young people to ensure that the service has a Child Safeguarding Statement (CSS) in place that is compliant with the requirements of the Children First Act 2015.
